Introduction

The Veterans Aid & Attendance benefit was established to provide qualified veterans and their surviving spouses with long-term care financial benefits outside of the traditional VA residential system.  This benefit is one of most misunderstood of all VA programs. 

Aid & Attendance is a benefit associated with either the Service Connected or Non-Service Connected Disability programs.  Claimants must apply for the appropriate disability program and seek special Aid & Attendance benefits, which provide a direct monthly pension to help defray the cost of long-term care.  For Compensation and Pension purposes, claimants must be rated disabled due to a combination of age or infirmity.

Aid & Attendance is a mandatory pension, and is not subject to partisan spending or discretionary federal budget cuts.  In 2006, this program was funded by Congress at $4.3 billion.

Eligibility Requirements 

- Must be 65 years old and/or unemployable
- Must have an Honorable or General discharge
- Must have served at least 90 days of active Federal duty with at least one day during an official period of conflict
- Must have a medical necessity that requires care
- Must meet income and countable asset criteria established by the VA
